There is hereby established a recycling program which includes a voluntary separating by Village residents of recyclables from refuse and garbage discarded for residential refuse pick-up. The intent of this program is to reduce the waste stream by eliminating materials that have a secondary market value for recycling. The contractor for residential refuse collection shall also be responsible for collection, transport and proper delivery to a separating or recycling facility.
