All collection vehicles provided by the contractor shall have proof that each is road worthy and complies with all health requirements. Vehicles shall be kept clean and in sanitary condition at all times. The receptacle portion of all vehicles used to collect solid waste shall be constructed or loaded as to prevent any of its load from dropping, sifting, blowing, leaking or otherwise escaping therefrom. Further, the receptacle portion shall be constructed as to permit complete enclosure, or covered with a tarpaulin or similar cover that shall provide complete enclosure except at those times when the vehicle transporting such receptacle is stationary for the purpose of depositing solid waste therein. Every container used by a collector to transport solid waste to the vehicle shall also be leak proof.
