Floods from stormwater runoff may occasionally occur which exceed the capacity of storm drainage facilities constructed, operated and maintained by funds made available under this chapter. This chapter does not imply that property subject to the service charges established herein will always be free from stormwater flooding for flood damage, or that stormwater systems capable of handling all storm events can be cost effectively constructed, operated and maintained. Nor shall this section create a liability on the part of, or cause of action against, the Village or any officer or employee thereof for any flood damage that may result from such storms or runoff thereof. Nor does this section purport to reduce the need or the necessity for obtaining flood insurance.
