(a) The Director shall submit to Council stormwater system service levels and specify the individual service charges for such levels applicable to each lot or parcel according to the accepted service charge formula.
(b) Initially, this chapter shall not authorize the collection of service charges but only the method of computation, collection and equitable allocation of charges for services provided. Within a reasonable time after the effective date of this section, Council shall submit to the electorate, for their selection, at least three levels of service and the charges therefore with the lowest level of service being the operation and maintenance of the stormwater management utility. Thereafter, any ordinance adopting a change in the service charge shall be subject to referendum. (Ord. 03-38. Passed 6-16-03.)
