(a) There is hereby established a charge for public water service to all water system customers who connect to the water system after the effective date of this section. This charge shall be known as a water expansion charge.
(b) Water expansion charges shall be levied in accordance with the size of the water line serving the facility:

(c) All water expansion charges shall be paid prior to the issuance of a building permit, or in the case of an existing facility, prior to the tapping of the water main.
(d) Upon payment of the water expansion charge, a permit shall be issued. If the water main has not been tapped within six months after the date of issuance of the permit, the permit shall expire and be considered void and any reissuance shall be subject to current rates.
(e) Water expansion charges shall be deposited to the credit of the Water Capital Improvement Fund and shall be used for capital improvements to the water system.
