(a) The following tap-in charges shall be applicable per unit depending upon the size of the service line:

(b) When water taps are made exclusively for fire sprinkler purposes, tap-in fees shall be waived. The Manager may require a meter to measure the water used.
(c) Units shall be described as follows:
(1) Single-family residences shall be one unit;
(2) Every two apartments, townhouses and multiple-dwellings, or fraction thereof, in one building, will be designated as one unit;
(3) Every four rooms or fraction thereof in a hotel, motel or office building will be designated as one unit; and
(4) Every commercial unit in a commercial building will be designated as one unit.
(d) An additional minimum assessment of four dollars and fifty cents ($4.50) per front foot shall be charged for any installation tapped in part of the system installed by the City, the cost of which has not been and will not be assessed against the abutting property.

(e)
All water tap-in fees shall be paid prior to the issuance of a building permit on new structures. Tap-in fees must be paid within thirty days following receipt of an invoice on tap-in fees made in conjunction with special assessment projects. Installation services shall be paid in advance. No permit shall be issued until such time as the tap-in fee has been paid, in full. In the event that the tap-in is not made within six months subsequent to the date of the issuance of the permit, said permit shall expire and shall be considered void.
