All persons, firms or corporations constructing any homes or buildings of any nature whatsoever shall obtain from the Finance Department a permit for construction water, the fee for which shall be ten dollars ($10.00) per month from the time tap is made and water is available on site until the permit water meter is installed. Such permit shall be obtained and paid for at the time the building permit is obtained. This provision shall not apply to the construction of garages or additions to existing buildings, where the water tap has already been made to the Municipally owned system and the lot upon which the improvement being built is occupied.
