All owners and operators of taxicabs shall maintain their equipment in good mechanical condition at all times and shall not permit the operation of such motor vehicles in a defective mechanical condition which might affect or tend to affect safe operation of such vehicles. The Chief of Police shall have the right at all times to inspect licensed taxicabs for mechanical defects. Failure to comply with the provisions of this section shall be just cause for revocation of the license by the Mayor upon recommendation of the Chief of Police.
