The driver of a taxi shall be able to read, write and speak the English language, be at least twenty-one years of age, be a resident of the State for at least one year, and have issued to him a driver's license by the Bureau of Motor Vehicles of the State. Before commencing operation, he shall file with the Chief of Police an affidavit in proof of the requirements herein. (Ord. 825. Passed 10-1-56.)
