Application for license for taxicabs shall be made to the Manager and shall bear the approval of the Chief of Police and the Police Committee of Council before being submitted to him. If the application is granted, the applicant shall furnish the Manager, prior to the issuance of a license, complete information covering the particular vehicle to be licensed and shall also furnish and leave on file with the Manager an insurance policy in a reliable insurance company insuring the use of such vehicle in limits of twenty-five thousand dollars ($25,000) to one hundred thousand dollars ($100,000) liability and twenty-five thousand dollars ($25,000) property damage.
