The Municipality shall have the power to determine the method, manner, consideration and procedure for the purchase and/or disposal of property and terms and conditions of purchase and sale on behalf of the Municipality. The Municipality shall have the power to provide for and to determine by ordinance or resolution of Council, the matter of whether contracts shall be awarded pursuant to separate prime contracts, single prime contracts, unit price contracts, or some other method of contracting shall be utilized. All such contracting matters shall be determined by Council and set forth in a general ordinance or resolution or by a specific action with respect to particular projects as same shall be undertaken and specified by ordinance or resolution.
