(a) No railroad company shall permit or allow its locomotives, railroad cars or train of cars to run at a speed through the corporate limits of the City greater than twenty-five miles per hour. No engineer or conductor having charge of such locomotive, railroad cars or train of cars shall move or run the same at a speed greater than twenty-five miles per hour.

(b) Whoever violates this section is guilty of a minor misdemeanor.
