(A) I.C. 36-7-11.9 and 36-7-12 (collectively, “Statute”) grant the authority to the Town Council (“Council”) of the Town of Georgetown, Indiana (“Town”) to establish a Department of Economic Development to be controlled by an Economic Development Commission to meet the needs existing for the financing of economic development or pollution control facilities in and near the town.
(B) Pursuant to I.C. 36-7-12-3, a need exists for the financing of economic development or pollution control facilities in the town that promote the likelihood of creating or retaining opportunities for gainful employment, creating business opportunities, providing reliable water services, the abatement, reduction, or prevention of pollution, or the removal or treatment of substances in materials being processed that otherwise would cause pollution when used.
(C) Pursuant to the Statute, the Department of Economic Development and the Economic Development Commission will serve a public purpose and will be of benefit to the health or general welfare of the town.
(D) The Council finds it appropriate to establish the Georgetown Department of Economic Development (“Department”) and the Georgetown Economic Development Commission (“Commission”).
