Failure to obtain a permit prior to commencement of construction, or the first business day after necessary construction pertaining to an emergency situation, deemed so by the Building Commissioner, shall require the applicant to pay twice the required fee and a flat rate of $100 in order to obtain each required permit. Any and all other penalties stated elsewhere in this code of ordinances shall still apply.
