(A) In the event that an application for a license to peddle, solicit, or canvass is denied by the Clerk-Treasurer, the applicant for the license who was denied has 30 days in which to, in writing, appeal said denial to the Town Council.
(B) The Town Council shall hear any and all appeals in the event that a license to peddle, solicit, or canvass is denied and shall have the final decision on the denial of the issuance of a license.
