§ 113.03  APPLICATIONS.
   (A)   All applications for peddling, soliciting, and canvassing shall be made to the Clerk-Treasurer.
   (B)   The Clerk-Treasurer shall, in his or her discretion, grant or deny any application submitted to him or her. The denial of an application for a license and reason or reasons therefor shall be in writing, signed by the Clerk-Treasurer, and dated.
