(A) No vehicle using any street in town shall weigh more than two and one-half tons, which weight shall include both that of the vehicle and its load, excepting therefrom those vehicles cited below in division (B).

(B) Any school bus, delivery truck, or moving van which is being used in its normal mode of operation for the public or private use for which it is designed may exceed two and one-half tons in weight, which weight shall include both that of the vehicle and its load.
