The Clerk-Treasurer is hereby authorized to refund any monies which have been received by the town as broadband install, initial monthly, and deposit fees from the town’s Broadband Utility Fund #140, returning said monies back to the would-have-been broadband customer, if it has been determined that the town’s current signal output cannot reach his or her location. This authorization precludes the need to wait for a docket listing on these refunds
