(A) The owner of any new construction, residential single-family home shall be entitled to a sewer relief credit for water usage that exceeds 1,000 gallons per month.
(B) This credit shall be available until such home is occupied, and the owner who receives credit shall notify the town’s utilities in writing within three business days after the earlier of: the transfer, sale, lease, or license of the home to an occupant; or the date such home is occupied.
(C) If the owner receiving credit fails to timely notify the town’s utilities of such occupancy, the town shall recover from the credited owner, the entire amount of any relief credit received on the customer’s bill (“recovered credits”) for the home.
(D) The town shall not issue any building permit or certificate of occupancy to an owner receiving credit, if such owner has any unpaid recovered credits or any delinquent sewer bill.
