The Council is hereby further authorized to enter into special rate contracts with customers of the sewage works where clearly definable cost to the sewage works can be determined, and the rate shall be limited to the costs. The contract shall be in compliance with Pub. L. Nos. 92-500 and 95-217, being 33 U.S.C. §§ 1251 et seq. and 1281 et seq.
