(A) No statement contained in this subchapter shall be construed as preventing any special agreement or arrangement between the town and any user whereby a waste of unusual strength or character may be accepted by the town for treatment.
(B) Any wastes described in § 53.053(A) and (B) are precluded from these agreements.
