§ 52.04  HOSE BIBB METER RENTALS.
   (A)   The hose bibb meters will be available for customers to rent from May 1 through September 30.
   (B)   The hose bibb meters will be made available for seasonal, monthly, or short term rentals (all days are considered calendar days unless specified otherwise).
      (1)   Seasonal rentals will run from May 1 through September 30 (five months) and shall be at a rate of $5 per month (30 days).
      (2)   Monthly rentals shall run for a period of eight days to 30 days and shall be at a flat rate of $10 for usage of eight to 30 days.
      (3)   Short term rentals shall run for a period of seven days or less and shall be at a flat rate of $5 for the usage up to seven days.
   (C)   Customers must pay an $80 security deposit for the hose bibb meters. The security deposit shall be returned to the customer, in either the form of a check or a credit to their utility bill, once the hose bibb meter has been returned and it has been verified to contain no damage.
   (D)   The customer shall receive a credit to his or her sewer account on his or her next utility billing period following the return of the hose bibb meter. The credit will not occur during the use or term of the rental of the meter.
   (E)   The Clerk-Treasurer or designee shall mark the meter reading before and after the rental of the hose bibb meter, on the rental agreement, to allow for the calculation of the amount of water that did not enter the sewer system to determine any credit owed the customer.
   (F)   All hose bibb meter rentals shall require the execution, containing the signature of the customer renting the meter, of the water meter rental agreement.
   (G)   The water meter rental agreement shall set out the terms of the rental period. No credit shall be issued by the town until said period has terminated and a calculation has been completed to determine any credit owed the customer.
   (H)   Sewer customers, who are non-town water customers and have an irrigation system, shall have the opportunity to receive a credit on their sewer bill for the months of May, June, July, August, or September. Said credit shall be calculated using the average of the customers preceding six months for said customer. In the event there is not a preceding six-month history for said customer, the average shall be based on the maximum number of months available for analysis. In the event that no previous months are available for averaging, 2,000 gallons of usage per person in the household shall be used.
