(a) The Mayor shall be the appointing authority for the Village work force. All personnel hired for positions after the passage of this section, must first be recommended by the Mayor, subject to the approval by a majority of Council.
(b) Council shall not approve the appointment of any personnel until the Council Committee which oversees said position has had the opportunity to interview the applicant for hire.
