No person shall plant along the public streets or ways of the Village any ash, box elder, catalpa, cottonwood, Chinese elm, soft or silver maple, mulberry, poplar, tree of heaven, walnut, willow or any other tree which because of the root growth, branches or trunk thereof, or for any other reason, shall be deemed unsatisfactory for public street uses, without obtaining a special permit therefor from the Mayor or other officer or board as may be designated by Council.
