923.14 POLICY AND RATE FEES FOR SEWER TAPS FOR CUSTOMERS NOT TAPPED INTO THE WATER SYSTEM.
   (a)   Council does hereby establish a policy for sanitary sewer customers who wish to tap into the Village Sewer System inside or outside the Village limits, and who are not tapped into the Village’s water system. Said policy shall read as follows.
 
   (b)   Any customer that wishes to tap into the Village sanitary sewer system who is not tapped into the Village water system will pay for a water metering device, and the necessary materials and labor to accommodate the metering device at the cost to the Village at the time of the application. The metering device will be installed on the service waterline or well pump line servicing the residence for the purpose of providing billing a monthly user fee or charge at the rate described in Section 923.04.
 
   (c)   In the event a customer wishes to tap into the Village sanitary sewer system who is not tapped into the Village water system and does not have a water metering device on the waterline or pump line serving the residence, said customer will be billed at a 75 gallon per day, per person living within the household.
 
   (d)   Said customer will provide the Utility Billing Department with a correct census of residents living within the household at the time of applying for a sewer tap permit, or sanitary sewer service. Any additions or deletions thereafter will be reported to the Utility Billing Department.
 
   (e)   Rates billed at the seventy-five gallons per day, per person will be as follows:

   (f)   Any business or commercial customer that is not tapped into the Village water system, and wants to tap into the sanitary sewer system of the Village would pay for a water metering device, materials and labor necessary for the installation of the metering device.
 
   (g)   In the event the Village finds that an incorrect number of residents are reported at the time of applying for a sewer tap permit, or sanitary sewer service, the applicant supplying the incorrect census will be charged a twenty-five dollar ($25.00) fee, plus held responsible for a 100 gallons per day, per person charge for each resident over the reported number of residents at the time of the application.
