(a) The sewer service charge or rental provided in this chapter shall be payable monthly at the office of the Utility Billing Department or, at the option of the Village Administrator, may be made payable at the same time and place as water bills.
(b) In addition to the charge or rental determined according to the rate specified herein, a further charge of ten percent of such amount so determined shall be added thereto in case of failure to make prompt payments. The total thus obtained shall be the sewerage service charge or rental in each such case.
(c) The period within which payment shall be made in order to be classified as a prompt payment shall be determined by the Village Administrator, and shall be expressed through the rules or regulations which are authorized by this chapter to be made for the purposes hereof.
(d) When any check or other negotiable instrument used in the payment of any sewer service charge or rental due pursuant to this chapter is dishonored, an additional charge of forty dollars ($40.00) per dishonored item shall be added to the bill of the person or entity owing the same.
