923.08 SEWAGE PRETREATMENT OR SURCHARGE.
   In cases where the character of sewage or industrial waste from any manufacturing or industrial plant, building or premises is such that it will damage the sewerage system or treatment works, or cannot be treated satisfactorily in the treatment works, the Village Administrator shall compel such users to dispose of such waste and prevent it from entering the system. In cases where the character of the sewage or industrial waste from any manufacturing or industrial plant, building or premises is such that it imposes an unreasonable burden upon the sewage pumping, treatment or disposal works greater than that imposed by the average sewage entering the sewage works, the Village Administrator may, if he deems advisable, compel such manufacturing or industrial plant, building or premises to pretreat such sewage in such manner as the Village Administrator shall specify before discharging such sewage into the sewerage system, or the Village Administrator, in lieu of such pretreatment, may levy a surcharge for the treatment of such wastes.
