The admission into the public sewers of any waters or wastes having a five-day B.O.D. in excess of normal sewage shall be subject to the review and approval of the Superintendent. When necessary, in the opinion of the Superintendent, such preliminary treatment facilities as may be needed to control the quantities and rates of discharges or reduce objectionable characteristics or constituents shall be construed according to plans approved by the Superintendent.
