Except as hereinafter provided, it shall be unlawful to construct or maintain any privy, privy vault, septic tank, cesspool or other facility intended or used for the disposal of sewage or human excrement, except that portable, chemical, selfcontained toilets or privies are exempted from the operation of this section when used for seasonal or recreation athletic facilities or when used temporarily during the erection of a structure.
