(A) At the option of the fee payer, the amount of the water and/or sewer facilities connection fee may be determined by the following fee schedules:

(B) In the case of change of use, redevelopment, or expansion or modification of an existing use which requires a new, replacement, or additional connection to the city's water and/or sewer system, the connection fee shall be based upon the net increase in the size of the meter for the new connection over the size of the meter for the previous connection.
(C) If a fee payer opts not to have the connection fee determined according to subsection (A) of this section, then the fee payer shall prepare and submit to the city administrator an independent fee calculation study for the land development activity for which a connection to the city's water and/or sewer system is sought. The independent fee calculation study shall follow the prescribed format for the study established by the guidelines and procedures manual adopted by motion of the city council of the city of Genesee. The documentation submitted shall show the basis upon which the independent fee calculation was made. The city administrator shall consider the documentation submitted by the fee payer but is not required to accept such documentation as he/she shall reasonably deem to be inaccurate or not reliable and may, in the alternative, require the fee payer to submit additional or different documentation for consideration. If an acceptable independent fee calculation study is not presented, the fee payer shall pay water and sewer facilities impact fees based upon the schedule shown in subsection (A) of this section. If an acceptable independent fee calculation study is presented, the city council may adjust the fee to that appropriate to the particular development. (Ord. 318, 11-10-1992)
