The city council of Genesee finds, determines, and declares that:
(A) This chapter is intended to assist in the improvement and increased capacity of the city of Genesee water and sewer systems.
(B) The purpose of this chapter is to assure that new development bears a proportionate share of the cost of capital expenditures necessary to provide water and sewer facilities in the city. (Ord. 318, 11-10-1992)
