3-3-5: SEWER CONSTRUCTION SPECIFICATIONS AND INSPECTIONS:
   (A)   Private Line Connections: All construction or reconstruction of private sewers and house service lines in public rights of way and public utility easements shall be in accordance with city specifications and subject to inspection by the proper authority.
   (B)   Connections To Public Sewers: All connections to public sewers shall have a minimum diameter of four inches (4"), and shall be made of transite, cast iron, or ABS schedule 40 plastic piping or an approved equivalent. Commencing from a point on the outer perimeter of the building into the building, a sewer service line shall be of ABS or cast iron of a diameter of four inches (4") or larger. ABS pipe joints shall be a rubber ring or solvent weld. Cast iron or transite pipe joints shall be rubber ring gaskets. All pipes shall be laid at a uniform grade of not less than one-quarter inch (1/4") per one foot (1') fall, and on solid bed of earth or selected, approved backfill. Where excavated material will not permit laying the connection at the full depth of the main sewer, the approving authority may authorize the use of a drop. In such event, the tap will be made in the top of the public sewer bearing on the ground. All the connections shall be laid as straight as possible, however, all necessary changes in direction shall be not greater than one- eighth (1/8) bend. All connections shall be without traps, sags or other obstructions that would prevent the free passage of air from point of public sewer connection to the main building vent.
   (C)   Pipe Or Fitting Connections: When a service "Y" has been left by previous construction, the connection shall be made without damage in the "in place" pipe or fitting.
   (D)   Disturbing Streets: Streets disturbed must be reopened and paving or planking placed in a manner that will provide for free passage until final repairs are made. One-half (1/2) of the street must be kept clear at all times for passage of vehicles, and bridgeways must be provided on sidewalks for pedestrian traffic. In refilling the trenches, the earth must be deposited in layers of not more than six inches (6") in depth, and mechanically tamped to prevent settlements. Backfilling of trenches of streets and sidewalk reconstruction must be in accordance with the city street repair ordinance, subsection 10-8-5(E) of this code, and all rubbish and surplus earth immediately removed and wasted at a site approved by the approving authority.
Any materials not listed in this chapter may be used with the approval of the approving authority, and only then after proof of having been tested, approved and sealed by Underwriters Laboratories. (Ord. 268, 7-6-1982)
   (E)   Sewer Facilities: Sewer lines shall comply with the following standards:
      1.   The Idaho standards for public works construction, 1999, shall be utilized.
      2.   All plans shall be subject to approval by the city's engineer. (Ord. 343, 3-15-1999)
