All sewer charges shall be charged and paid with and subject to the same procedures as water charges, as stated in sections 3-1-6 and 3-1-7 of this title. The late charge established in subsection 3-1-7(A) of this title shall be applied to any delinquency in the combined charging system but shall not be applied twice in the event of a delinquency in both the water charges and the sewer charges.
