All mains, laterals, pipes, hydrants and fixtures now laid, constructed or installed or hereafter to be laid, constructed or installed in, under, across or through the streets, avenues, alleys and other thoroughfares of the city or easement rights of way granted to the city or adjacent territory, for supplying water to said city and the inhabitants thereof are hereby declared to be the property of the city, under the control thereof and subject to the provisions of this chapter.
