Appointive members of the commission shall be eligible and registered voters of the city, provided that one such appointive member may be a resident of the area of city impact. The term of office for the ex officio members shall correspond to their respective tenure of office as an official or employee of the city. The term of office for the first appointive members of the commission shall be two (2), four (4) and six (6) years, to be determined by lot and thereafter the terms for each appointive member shall be six (6) years. Vacancies occurring otherwise than through the expiration of terms shall be filled by the mayor and confirmed by the council. Members may be removed after a hearing before the council and by a majority vote of the council.
