The city supervisor shall serve the notice called for in section 9-3-4 of this chapter by:
(A) Depositing in the U.S. mail, a certified, return receipt requested, duplicate original of a notice of the council's order to the address of the property owner;
(B) By personal delivery of a duplicate original of a notice of the council's order to the property owner;
(C) By delivering a duplicate original of a notice of the council's order to any tenant or occupant of any dwelling or structure of said property; provided that such tenant or occupant is over the age of eighteen (18) years;
(D) By posting securely on the door or near the door of the most used entrance of any structure on said property a duplicate original of a notice of the council's order; or
(E) If the premises be unoccupied and the owner's whereabouts and address be unknown, by publication of a duplicate original of a notice of the council's order in one issue of a legal newspaper of general circulation within the city. (1963 Code; amd. 1982 Code)
