7-1-4: SPEED LIMITS DESIGNATED:
   (A)   Any person driving a vehicle on the streets or highways shall obey any and all speed limits, as posted by the chief of police. Furthermore, regardless of the posted speed limit, any person driving a vehicle on the streets or highways shall drive the same at a careful and prudent speed not greater than is reasonable and proper, having due regard to traffic, surface and width of the street or highway and of any other conditions then existing, and no person shall drive any vehicle upon the street or highway at such a speed as to endanger the life, limb or property of any person.
   (B)   Unless otherwise posted, or is reasonable and proper, it shall be unlawful for any person to drive a vehicle at a speed exceeding the following:
      1.   Twelve (12) miles an hour when passing a school during school recess or while children are going to or leaving school during opening or closing hours.
      2.   Fifteen (15) miles an hour when approaching within fifty feet (50') and in traversing an intersection of streets when the driver's view is obstructed.
      3.   Fifteen (15) miles an hour when approaching within fifty feet (50') of a grade crossing of any railway when the driver's view is obstructed.
      4.   Twenty (20) miles an hour on all streets in the business district and twenty five (25) miles an hour on all streets in the residence district, except under conditions above described. (Ord. 395, 4-16-2013)
