15-2-18: RULES OF CONSTRUCTION:

All provisions, terms, phrases and expressions contained in this chapter shall be liberally construed in order that the true intent and meaning of the Act and the Gem County Board of Commissioners and the Board of Commissioners of the Fire District may be fully carried out.
