3-3-1: DEFINITION:

As used in this chapter, the word, "pawnbroker" shall mean any person who loans money on deposit or pledge of personal property, or who deals in the purchase of personal property on condition of selling the same back at a stipulated price. (Ord. 95-03, 1-9-1995)
