Every retailer of beer and/or wine operating in the county shall submit an application for a license, transfer or renewal to the board of county commissioners before commencing to sell beer and/or wine. The application form shall be obtained from the clerk of the district court and the completed form shall be turned into the clerk of the district court with the license fee which shall be as set out in the fee schedule adopted by resolution of the board of county commissioners.
