§ 153.01 INTENT AND PURPOSE.
   This chapter divides the city into zoning districts, establishes minimum requirements to achieve its intent and purpose, and establishes regulations which control the location, erection, construction, reconstruction, alteration and use of structures and land. The intent and purpose of this chapter is to:
   (A)   To protect and promote the public health, safety, morals, comfort, convenience, and general welfare of the citizens of the city.
   (B)   To promote the orderly development of residential, commercial, industrial, recreational, and public areas.
   (C)   To provide adequate light, air, and convenience of access to property.
   (D)   To limit congestion in the public right-of-way.
   (E)   To prevent overcrowding of land and undue concentration of structures by regulating the use of land and buildings and the bulk of buildings in relation to the land and buildings surrounding them.
   (F)   To provide for compatibility of different land uses and the most appropriate use of land throughout the city.
   (G)   To implement the city's Comprehensive Land Use Plan as prepared by the Planning and Zoning Commission and adopted by the City Council.
