(A) Storm water other than that exempted under § 54.15, and all other unpolluted drainage shall be discharged to the sewers as are specifically designated storm sewers or to a natural outlet approved by the approving authority and other regulatory agencies.
(B) Unpolluted industrial cooling water or process waters may be discharged on approval of the approving authority and upon approval and the issuance of a discharge permit by the state’s Pollution Control Agency to a storm sewer or natural outlet.
