§ 51.20 COMPOST.
   (A)   Compost deposit sites may be created by the City Council, from time to time, as the Council sees fit, and as it may negotiate under the terms of a garbage collection contract. For purposes of this section, the term COMPOST includes lawn clippings, garden compost and leaves. The term BRUSH means branches, logs and shrubs.
   (B)   These compost deposit sites are primarily for residential use only. The sites are only for materials within the corporate limits of the city. Materials such as leaves and brush must be deposited into the designated piles. No plastic bags or garbage may be deposited in the sites. No stumps are allowed in the deposit sites.
   (C)   Use of the site for commercial purposes is allowed only by contractors that are disposing of compost or other eligible materials that were obtained within the city. Commercial contractors using the compost site must pay a tipping fee. The amount of this fee will be as set if the city fee schedule.
   (D)   Any person who violates any provision herein will be banned from using the site. The first offense will result in a one-year ban. The second offense will result in a three-year ban. A third offense will result in a permanent ban. Additionally, any person who violates any provision herein shall be guilty of a misdemeanor.
