The customer or owner shall be responsible for maintaining the service pipe from the building to the curb stop. The city will be responsible for excavation and repair of the street from the curb to the water or waste water main. If the owner fails to repair any leak in the service pipe within 24 hours after notice by the city, the city may turn water off. The water shall not then be turned on again until a fee, in an amount set by City Council from time to time, has been paid to the city. When the waste of water is great or damage is likely to result from the leak, the city shall turn the water off immediately upon the giving of notice if repair is not commenced immediately.
