§ 51.31  MONTHLY FEE.
    The owners of all residential property shall pay a fee for this service as established by the City Council. Senior citizens may apply for a special rate. These rates shall be reviewed by the Council at the end of each calendar year and may be amended by motion passed by a simple majority.
