(A) Payment of residential charge shall be made monthly with the sewer and water charge. Default of payment due the city of the garbage charges shall subject the owner of the property to levy pursuant to M.S. § 443.015, as amended from time to time, and laws amendatory, and the payment of charges shall be obligatory upon all owners of property within the city.
(B) The City Council may, by resolution, establish rates, charges and penalties for all of the municipal utilities.
