The word “franchise” as used in this chapter shall be construed to mean any special privilege granted to any person, co-partnership or corporation, in, over, upon, or under any of the highways, or public places, for the city, whether such privilege has heretofore been granted by it or by the state of Minnesota, or shall hereafter be granted by the city or the state of Minnesota.
