No ordinance or resolution or section thereof shall be amended or repealed by reference to its title alone, but such amending or repealing ordinance or resolution shall contain verbatim the ordinance or resolution or section thereof to be amended or repealed, together with the amended form thereof in case of amendment, and the original ordinance, resolution, section or sections thereof so amended shall be repealed.
