In order to ensure compliance with the general performance standards set forth, the City Council may require the owner or operator at any permitted use to have made the investigations or tests as may be required to show compliance to the performance standards. The investigations or tests as are required shall be performed or conducted by an independent testing organization which will be selected by the City Council. The investigation or testing shall be ordered by the owner or operator. The cost of same shall be shared equally by the owner or operator and the city, unless the investigation or tests disclose non-compliance with the performance standards in which situation the entire costs shall be paid by the owner or operator.
