§ 153.015  UNPLATTED PROPERTY.
   (A)   Any person desiring to improve unplatted property shall submit to the City Council a survey of the premises and information on the location and dimensions of proposed buildings, location of easements crossing the property and other information which may be necessary to ensure conformance to city ordinances.
   (B)   All buildings shall be so placed so that they will not obstruct future streets which may be constructed by the city in conformity with existing streets and according to the system and standards employed by the city.
   (C)   The Planning and Zoning Commission and/or the City Engineer shall review the lot survey to determine if the division and creation of the property was in compliance with the statutes and regulations applicable at the time of the division. If the Planning and Zoning Commission finds that the division of the property was in compliance with legal requirements applicable at the time of the division, the lot shall be recognized and development of the property shall be allowed in conformance to the building and zoning regulations of the city. If the Planning and Zoning Commission finds that the division of the property was not in compliance with legal requirements applicable at the time of the division, the lot shall not be recognized and current standards and procedures for platting shall be imposed.
